Property valuation for tax purposes

In 2018, the State Property Fund launched the Unified database of property valuation reports for the purposes of taxation, which aims to prevent the property from undervaluing.

The State Property Fund has an access to this database , as well as notaries and appraisers. The last ones have the ability to access the database only through authorized electronic platforms. From the beginning of 2019, the cost of such access amounts to 1400 UAH, which are paid to register 1 evaluation report. To put it mildly, the competitive foundations of the work of theese platforms called into question. And these doubts “dispelled” after the latest changes to the Tax Code of Ukraine (Law of Ukraine dated November 23, 2018 No. 2628-VIII), under which authorization of a new platform needs obtaining consent from already existing ones. Want to work - ask permission from a competitor. The same changes also removed the Antimonopoly Committee of Ukraine from this issue.

On January 23, the Verkhovna Rada of Ukraine registered the draft law No. 9502, which proposes to exclude these norms from the Tax Code and ensure automatic release of non-personalized information from the Unified Reporting Database on the official website of the State Property Fund of Ukraine in real time.

We hope for support of this law in the Verkhovna Rada. Appraisers' services should be as accessible as possible to citizens who want to exercise their legal right to private property. Unfortunately, due to the high cost of intermediary services of the platforms, the cost of such an assessment is unreasonably high.
